IMPLEMENTATION OF THE POLICY OF PROFESSIONALIZATION OF WASTE MANAGEMENT IN THE MUNICIPALITY OF SÃO LUÍS, FROM THE CLOSURE OF THE LANDFILL OF RIBEIRA

Abstract

In the year 2010 the Federal Law 12,305 was signed, which instituted the National Solid Waste Policy that established the 4 year deadline for adequacy of all Brazilian municipalities in relation to the inadequate final disposal of urban solid waste. In The municipality of São Luís, capital of the State of Maranhão, since the decade of 90 was in operation the Landfill of Ribeira, which was initially conceived as sanitary landfill, however, during its operation, it became a controlled landfill. The study aims to present the process of professionalization of solid waste management involved in the closure of controlled landfill in the municipality of São Luís, MA. The research carried out has a descriptive character using a qualitative analysis approach, through bibliographic review and documentary research. During the study, we identified the history of landfill management and, consequently, the management of municipal solid waste of São Luís. It was presented that after the implementation of the Public-Private Partnership (PPP) in the year 2012 and with the commitment of the current management of the municipality of São Luís, it was possible to perform the necessary interventions for the initiation of the process of professionalization of the management of Solid waste, which focused on the closure of the Ribeira Landfill.
